Specializations:
Xavier is the partner in charge of the administrative law practice. He specialises in regulatory issues and permitting process, public administration, real-estate and planning law. He is the advisor to a number of public authorities on administrative law/public tenders/ planning/ real-estate related issues including securitisations and project financing. His client base is made up of public authorities such as regions, town councils, public/private joint ventures; real-estate funds of public authorities; public utilities and public service consortiums; construction companies and developers.

Before the establishment of LEGALIS, he has been partners in major law firms specialized in administrative law.
He also actively participates as speaker/chairman in sponsored conferences on various aspects of government law concerning the permitting process; environmental issues, energy law.
He is often a lecturer at the SDA Bocconi postgraduate courses.

Publications:
Xavier is the author of various publications on law journals and of the following books, Public Tenders for the management of State-owned real-estate and other properties (Milan 2000); A guide to the regulations concerning the management of local government services (Milan, 2000); The participation of the individual in the public planning process (Rimini 1995).
